Surrey is launching its first Local Area Energy Plan (LAEP) – a major new initiative designed to tackle rising pressure on the county’s energy network and prepare for a future powered by cleaner, more affordable energy.
The LAEP will provide a clear, evidence‑based roadmap for upgrading Surrey’s energy infrastructure, helping the county stay ahead of growing demand from new homes, electric vehicles, and low‑carbon heating.
Why It Matters
Surrey’s energy system is already under strain. Without coordinated action, this pressure will limit growth, increase costs, and slow progress toward net zero.
The LAEP will help Surrey:
- Keep homes warmer and more energy efficient

Who We’re Inviting to Take Part
The LAEP will only succeed with strong local involvement. We are inviting organisations that use, store or generate significant energy to contribute to the data‑gathering phase that will inform Surrey’s future energy pathways.
We want to hear from you if your organisation:
- Has a significant presence in Surrey now – or plans to in the future
- Has high energy use, transport fuel use, or generates waste heat
- Works in the energy, transport, infrastructure or development sectors
- Has experienced barriers to producing, generating, installing or storing energy or fuels
Your insights will help shape a robust, realistic and future‑proofed energy plan for the county.
