This intensive half-day course run via Surrey Chambers is designed to provide UK exporters and importers with a foundational understanding of Rules of Origin.

Participants will gain essential knowledge on how these rules impact their trade operations and how to ensure compliance with international trade agreements.

  • Distinction between Preferential and Non-Preferential Rules of Origin.
  • Overview of key concepts such as “Wholly Obtained” and “Substantial Transformation”.
  • Examples and interactive discussion.

10:15 – 11:00 | Determining the Origin of Goods

  • Introduction to Harmonized System (HS) Codes.
  • Criteria for determining origin: Change in Tariff Classification, Value-Added Rule, Specific Processing Operations.
  • Examples on classifying goods.
  • Case studies to illustrate different scenarios.

11:00 – 11:15 | Coffee Break

11:15 – 11:45 | Documentation and Certification

  • Overview of necessary documentation: Certificates of Origin, commercial invoices, and more.
  • Understanding Authorized Economic Operator (AEO) status.
  • Electronic certification processes and resources.

11:45 – 12:15 | Rules of Origin in Free Trade Agreements (FTAs)

  • Overview of key FTAs involving the UK (e.g., UK-EU Trade and Cooperation Agreement, UK).
  • Practical implications for exporters and importers.
  • Group discussion and Interactive Q&A session.

12:15 – 12:30 | Conclusion and Wrap-Up

  • Recap of key points covered.
  • Future International Trade courses from Surrey Chambers of Commerce.
